Detailed Summary of Changes to Item 250100
The Item 250100 updates listed below are issued in Supplement 2025-2 and effective on December 6, 2025.
1. Issuance and Requirements
Sec. 1(a) Expanded Applicability: Added “digital.” The rule now explicitly covers bills of lading in printed, digital, or electronic form, clarifying that carrier rates are contingent on using the appropriate version.
Sec. 1(d) Legal Compliance: Moved “Articles which are precluded by law from being loaded or transported in the same vehicle must be tendered on separate bills of lading,” from Sec. 1(a) to Sec. 1(d), which was not being used.
Sec. 1(e) Language that existed to limit the number of copies of Bills of Lading and shipping papers a carrier could furnish was removed. All subsequent section identifiers were modified accordingly.
Sec. 1(i) Updated section identifier and SCAC Code Requirement: Updated the identifier to “Sec. 1(h)” and removed “The SCAC designation must be printed in upper-case boldface type”.
Sec. 1(j) Updated section identifier and Barcoding: Updated the identifier to “Sec. 1(i)” and clarified if barcodes are used for required information, the symbology must be both machine and human readable.
Note 1: Removed reference to Item 359.
2. Information to Be Shown on Bill of Lading
Sec. 2(c) Clarified Commodity Descriptions: Bills of lading must use commodity descriptions that match the tariff, including article, package, special markings, exceptions, NMFC item number, sub provision, and class.
Sec. 2(e) Special Care Shipments: Updated special handling column title to “Requires additional care or attention” to match the current language in the USBOL, Item 250150.
3. Inspection of Property
Sec. 3(a) Carrier’s Right to Inspect: Added statement “As required by Section 7(d) of the Terms and Conditions to the Uniform Bill of Lading,” for clarification.
4. Verification of Shipment Weight and/or Dimensions
Sec. 4 Carrier’s Right to Verify: Added “and/or Dimensions” to section title and updated section’s provisions to clarify verification of dimensions is allowed.
